Cluster Agenda

This cluster deals with poverty and its related fields such as education and rural development. An overview of the issues and strategies to tackle the problems will be given through lectures. Students are expected to participate in the discussions on appropriate measures for poverty reduction.



本クラスターでは、昨今の開発問題の中心的課題である貧困問題とその解決方策を取り上げる。貧困問題の重要性と各援助機関の貧困緩和政策をマクロな視点から概観した後、貧困緩和のための具体策として、教育の取り組みと、農村における農業や小規模金融の取り組みについて、ミクロな視点から問題提起を行う。

Measurement of Poverty and Strategies for Poverty Reduction: An Overview


The first lecture examines the conceptualisation and the measurement of poverty adopted by different donor agencies. It also inquires into the problems inherent in conventional anti-poverty approaches and tries to identify better policies.



貧困の測定と貧困緩和政策


本講義では、1)各援助機関が採用する貧困基準の違いを検討し、2)貧困層へのターゲティングなど、貧困緩和政策が抱える問題点を洗い出す。最後に、どのような政策が最も効果的な貧困緩和を生むのかについて、学生とともに考えていく。


This first meeting (June 5) on 'Poverty' will be held as an Extension Lecture (open to the public) during the Meidai-sai (Nagoya University Festival). It will take a form of the participatory workshop.

The second lecture examines: i) the impact of poverty on education in developing countries; ii) the impact of education on poverty reduction; and iii) strategies for expanding the poor’s access to education.



貧困緩和と教育


本講義では、1)今日途上国が抱える教育開発上の重要課題−特に、アクセスと質の改善−に貧困が及ぼす影響; 2)貧困削減に教育が果たす役割; 3)貧困層の教育機会の拡大のための政策手段、の3点に焦点をあてて、理論的・実証的研究のこれまでの流れを概観するとともに、議論を通じて教育の現状に関する参加者の理解と問題意識の高揚を図る。

Rural Poverty


The third lecture focuses on rural poverty in developing countries. It examines why the development profession has often failed to capture the realities of rural poverty. It also provides a brief overview of the successive ‘rural development paradigms’ in the past half-century, and introduces an emerging new paradigm.



貧困緩和と農村開発


本講義では、途上国の農村における貧困問題に焦点をあてる。従来開発の専門家が、なぜ農村における貧困の現実を的確に理解することができなかったのかを、学生とともに考える。また、過去半世紀にわたる農村開発のパラダイム・シフトを概観し、現在有効とされつつある新しいパラダイムを紹介する。
