Globaliation and Development Research Project HP is Opened !!

Welcome to our project HP!

'Globalization and Development' research project was initiated in 2006 with 11 researchers at GSID, Nagoya University, supported by the JSPS Kiban (B) research fund. It was expanded to an international joint research project in 2010, supported by the JSPS Kiban (A) research fund, with participants from 16 research institutions from 7 countries. In 2011, the project was supplemented by a new research module 'Developmet and Happiness' , supported by the JSPS Houga research fund, adressing the need of looking into diversifing development goals under the new phase of globalization in the 21st century.

As we initiate substantive international joint research activities in 2011, this project HP is provided both as our own mutual communication tool and as a disseminatorof our research activities and results.

Phase II of the the Project has been completed with publications of the Project Books from Routledge (forthcoming in August-September 2015) !!

Promoting Surviving Industries in Developing Countries in Asia and Africa with New Public-Private Partnership"

Phase III (2019-2015) Kiban (A) Research Objective (Summary)

...In the socioeconomic development of a developing country, sustainable growth and development of the domestic industry is essential to boost economic growth and employment creation that will bring about poverty reduction. Under a system of international economic institutions that allows a relatively broad policy space, Japan and other Asian countries that achieved rapid economic growth have succeeded in developing its infant and key industries under a diverse set of industrial policies. They have also achieved higher productivity, advanced its industry and promoted export by making use of foreign capital and imported technology; thus, all these have realized the “catch-up” industrialization (through the traditional follower-country strategy). However, developing countries in the 1980s and onward had to promote their industries under economic globalization and international economic system that were oriented toward free trade and overseas investment. They also had to face a competitive pressure from China and India, and were forced to develop their own industries within a limited policy space, attributed to the expanded global production network of multinational corporations, and under a stricter international economic environment.

...Taking into consideration that the economies of developing countries have polarized, and that today the term “industrial policy” is considered in a rather broader sense of a collective development policy and being applied more widely, this research intends to focus on the design of an “integrated industrial policy” that tries to promote pro-poor industrial development by utilizing the various effects of globalization. It will (1) analyze comparatively the cases of industrial policies and institutions of selected countries in Asia and Africa, and will combine (2) a wide range of empirical analyses (such as the Kin’s Analyses on industry selection/upgrading/diversification, the macro [economy-wide] and micro [firms and poverty level] quantitative analyses, and the integrated industrial policy simulations with the use of Computable General Equilibrium models). The ultimate goal of this research is to advocate an integrated set of effective policies that will promote surviving industries in developing countries, under global competition and integration, which includes domestic policies, policies that should be coordinated within a framework of regional economic cooperation, and initiatives to be taken under the scheme of international development cooperation.

...The current study pays extra attention to the potential of various Public-Private Partnership (PPP) initiatives, and explicitly deals with business enterprises and entrepreneurs as key target actors of industrial policies.

Phase II (2010-2015) Kiban (A) Research Objective (Summary)

...In the development process of developing countries under economic globalization, it is essential to understand the expanding mechanism of the domestic and interstate economic gap which links to each other and becomes multi-layered. Without these efforts, an economic growth that leads to poverty reduction (i.e. Pro-Poor Growth) cannot be achieved. The international trade theory and the theories of international capital flow stress that international economic integration brings about symmetrical effect and phenomena to the developed and developing nations; thus, it will enable to reduce poverty through benefiting mainly the (less skilled) laborers in developing countries. Numerous existing empirical studies agreed that economic integration contributes to poverty reduction on the basis that it accelerates growth “on average”, while being neutral to the distribution of benefits, again “on average”.  However, in reality, there exists a number of “dispersion” in this “average” relation, both from the transnational and chronological aspects. This implies that there are countries in which integration to the global economy does not bring in growth. Even if it does produce growth, it does not derive poverty reduction due to inequality in income distribution and spatial distribution of industry.


...Hence, this research intends to elaborate a “cross-national study” on the “interstate dispersion” of the impact (growth, inequality, and poverty) that international economic integration provides to the (economic) society of the developing countries, along with the specific factors that determine the outcome in each nation (such as socio-economic institutions and policy packages).  Further, the study targets to propose a development strategy under globalization, and to reexamine and rebuild the theoretical models of international economic integration. 


...The ongoing process of globalization involves the three major currents of political, economic, and cultural integration.  It has also been propelled by the four undercurrents in the struggle and integration of ideology, human being, information, and institution. Given this multi-layered process of globalization, this research challenges to examine “poverty” not only from the economic indicators such as income and expenditures but also from the viewpoints of “well being” and “happiness” of the people under consideration.

Challenging Exploratory Research Objective (挑戦的萌芽研究目的概要)

...世界の国際開発・協力コミュニティにおいて「開発」の目的は、先ず所得増大・雇用機会の増大を通じた所得・消費貧困の削減(経済開発)であるとされ、次に医療・保健・衛生・教育水準の向上(社会開発)が直接・間接的に目的とされ、更には人権・自由(社会的排除の回避を含む)の確立に繋がる人間のエンパワーメントを主体とした能力・機会向上(人間開発)へと拡大・進化してきた。当研究者も開発研究を『国際開発学入門―開発学の学際的構築』としてまとめ、多様化・多目的化する開発努力への学際的取組みを、開発経済学・開発政治学・開発社会学をコアに関連諸学問を統合する研究として提示した(2010年国際開発学会賞・特別賞受賞)。現在基盤A(海外学術)研究で、グローバル化の貧困や格差への影響が諸国間で異なる事由を解き明かす国際共同比較制度分析を展開中であるが、ここにおいて開発の目的関数の設定において開発経済学者が経済成長促進を通じて達成すべき究極の目的の内生化を試みる革新的研究の必要性を痛感するに至った。従来の(開発)制度経済学に最新の行動経済学の視点を取り込む理論フレームワークを構築・応用し、人間や国家社会の「幸福」を開発哲学としてきたブータン王国やタイ王国、成長から幸福へと舵取りを進める中国の関連研究第1人者の協力を得て、理論分析とケース分析の両面から21世紀にふさわしい「開発の目的」の開拓研究を行いたい。
経済活動のグローバリゼーション下の途上国開発においては、国内、国家間の格差が連動・重層化しながら拡大していくメカニズムを理解し、対処に努めなければ貧困削減につながる経済成長(Pro-Poor Growthを達成することはできない。また、グローバリゼーションの影響を考える上で、グローバル化には政治・経済・文化の3大潮流とイデオロギー・人・情報・制度の4底流のあることを踏まえ、「貧困」を経済的指標のみならず、国民の福祉(well being)なり幸福(happiness)なりからも捉え直す試みに挑戦したい。

Globalization and Development is a "cross-national study" on the "interstate dispersion" of the impacts (to growth, inequality and poverty) that international economic integration provides to the economies of the developing countries. In order to present the “Leading Issues in Development with Globalization” in a balanced manner, to identify differences and commonalities among “Country Experiences” in development with globalization, and to introduce diversified development paradigms with forward-looking discussions “In Search of a New Development Paradigm” for the post-MDGs era, this publication consists of three volumes and four main parts.


Volume I (Part I) introduces the evolution and facets of globalization, and the challenges that we face in our development efforts under globalization. Findings from the old and new empirical studies are consolidated for us to answer the following question. What do we really know about the impacts of globalization? Volume I (Part II) contains thematic and issue-oriented discussions on the key facets of globalization.

Volume II (Part III) presents the country case studies of Bhutan, China, Indonesia, Japan, Thailand, Vietnam, and Ghana, with their respective experiences of development under globalization. An additional chapter that describes the overall African experience under globalization is included, reflecting the recent emergence of Africa as the global target of investment.

Volume III (Part IV) presents the diversified development paradigms such as the GNH (Bhutan), the Sufficiency Economy (Thailand), the Reform and Opening Up (China), the African and Latin American paradigms, and the Islamic development paradigm. The Concluding Chapter presents the evolution of development paradigms in the global development cooperation community after WWII, and then offers a glimpse into new development paradigms for the post-MDGs era.


This book intends to serve as a unique and comprehensive guide for those in the international development community on the subjects of diversified development paradigms/paths under globalization and other challenges in the post-MDGs era.

Phase II Cooperating Overseas Reseach Institutes and Researchers 

The research partnership organizations of the target countries, participating researchers, and the major analysis targets are described below:  [Changes will be expected during the project period.]

1)  Bhutan (Leader: Dasho Karma Ura, President of the Centre for Bhutan Studies)
Centre for Bhutan Studies (President Dasho Karma Ura; Vice President Dorji Penjore, Researchers, Ms. Ms.Tshoki Zangmo and several other researchers). Dasho L.T.S. Powdyel, Minister of Education of Bhutan and Dasho Karma Tsetrim, Commissioner to the GNH Commission of Bhutan are on the list of research supporters. Researchers from the Centre for Bhutan Studies (and the GNH Commission) are expected to enroll in the GSID graduate programs.. The tasks to be carried out include the policy translation of the concept of Gross National Happiness, and the analyses on the economic and socio-cultural impact of globalization on Bhutan when filtering it through the GNH concept. A large-scale social survey will be conducted as well.
[The CBS and GSID signed a comprehensive academic/research exchange agreement on August 31, 2010.]

2)  China (Leader: Professor Zhang Hong, Vice Dean of the School of International Economy and Trade, Shanghai Institute of Foreign Trade)
Tsinghua University (Professor Wang Ming, School of Public Policy and Management; changing social architecture/civil society in China), University of International Business and Economics (Professor Wang Fei; general equilibrium model, enterprise data analysis), Shanghai Institute of Foreign Trade (Professor Zhang Hong; political economy discourse), China University of Political Science and Law (Associate Professor Dai Long; international economic law, competition law, WTO), and Sunwave Electronics Inc. (Chairman Gan Kui Wen; interview survey to farm laborers at Shenzen SEZ, and coordinating with the local business community to obtain cooperation for investigation on the industrial structure change) . The major topics to be studied are the following: fast widening gap due to economic integration, transfer of resources between agriculture and industry, relative price measures (agricultural/industry terms of trade), migrant farm laborer (NongMinGong) system and family registration (Hukou) system, the legal system reform (competition laws, labor laws, etc.), and the changing social architecture/institutions under globalization.

3)  Ghana (Leader: Senior Lecturer Fritz A. Gockel, Head of the Department of Economics, University of Ghana)
University of Ghana, Department of Economics (Senior Lecturer Gockel, Head; economic growth, inequality, poverty reduction) (Senior Lecturer Abena Oduro; international trade and industrial development, poverty impact) (Lecturer Eric Osei-Assibey; dynamic poverty analysis on Household Expenditure Surveys). Other UG researchers may join under Senior Lecturer Yaw Asante‘s coordination. Professor Nicholas Nsowah-Nuamah, the former Deputy Government Statistician to the Ghana Statistical Services, and the Ghana National Chambers of Commerce and Industry is a potential research supporter. The major subjects to be studied are: the investment boom that attributed to the Diaspora remittance under low saving rates, the reasons for success and failure in fostering the palm oil, cacao, and apparel industries through the special presidential initiatives (SPIs), and the growing competition with the Chinese imports. As the country that represents the African case, the research agenda, which are related to the factors that determine the impact on the PGI-triangle of development with globalization will be further identified by the local researchers. Africa-Asia comparisons of factors, policies, and institutions will be jointly explored.
[The Faculty of Social Studies, University of Ghana and GSID signed a comprehensive academic/research exchange agreement in November 2010.]

4)  Indonesia (Leader: Professor Arianto Patunru, Head of the Institute for Economic and Social Research, University of Indonesia)

The major issues to be examined include: Asian growth model and income disparity, the expansion of regional disparity, policy gaps between agriculture and industry, and urban and rural areas (such as trade policies and rural-urban resource transfers), and the aging and immigrant labor market. The concept/role of the ‘self-sufficient’ economy/society in Thai development will be explored in the context of globalization and the P-G-I triangle.
