APEC Study Center Japan Consortium

History

In November 1993 in Seattle, APEC Leaders suggested that APEC members establish study centers to promote mutual understanding. Subsequently at the Education Initiative meeting in Seattle 1994, all participating members agreed to establish APEC study centers utilizing existing universities and research institutions in order to promote APEC related studies and to promote APEC programs for greater exchange of scholars and students.

In Japan six universities and two research institutes started their APEC study centers and constituted The Japan Consortium in January 1995. It organized the first and second APEC Study Center International consortium meetings and fourteen other members participated. International consortium meeting was held by Philippines in May 1996 and by Canada in May 1997. It will be held every year by the APEC chair member of the year.

The Japan Consortium was joined by International University, Tsukuba University and Otaru University of Commerce in 1996 and Keio University, Waseda University and Ritumeikan University in 1997, 12 universities and two research institutes are now comprised in it. It is organized an annual domestic meeting for research and business consultation every year, at Kobe University in 1995, at Nagoya University in 1996, and at Hiroshima University in 1997. It also organized APEC/ UNU conference at UN University in March 1997.

Objectives and Activities

Individual APEC study centers conduct the following activities:

  1. Promote research in APEC-related subjects
  2. Educate students on APEC-related subjects and encourage their interest in APEC
  3. Disseminate study results and other information to the public in general

Management of the Japan Consortium

Twelve universities and two research institutes listed below form the Japan Consortium. Professor Ippei Yamazawa of Hitotsubashi University coordinates the consortium activities and National Graduate Institute for Policy Studies Research serves as a secretariat. The Consortium holds an annual business meeting and decides all issues on the basis of consensus by all members. The Japan consortium comprises of universities and institutes but it welcomes occasional participation in its activities by researchers and students who do not belong to any member university or institute but are interested in the APEC study. They can access to the information of domestic and international meetings of APEC study centers through the home page of the consortium on the internet. If a university or research institute wishes to participate in the APEC study on a continuous basis, please apply for an institute membership.

Details of research and educational activities of individual APEC study centers are available in both Japanese and English in the Report of APEC Study Center Activities of the Japan Consortium:1995-1997 and on the homepages of Graduate School of Policy Research or Hitotsubashi University. It includes a comprehensive database of researches both published and currently underway within the Japan Consortium classified by both member institutes and by research topics.
