JICA collaborated with the World Bank to conduct the pilot data
collection for the World Bank's System Approach for Better Education
Results (SABER) on School Autonomy and Accountability (SAA) in Burkina
Faso and Senegal (On SABER, please also see http://go.worldbank.org/NK2EK7MKV0).
At the workshop held in
December2011, participants mostly from Ministry of National Education
suggested that there is a need to assess the eventual differences
between the policies captured by the SABER-SAA tool and their
implementation on the ground, and to identify the means and conditions
that enable policy options to work in practice. And after series of
discussion, JICA and the governments, in cooperation and advices from
various researchers, is conducting the research project titled "System
Assessment and Benchmarking for Learning Achievements and Equity: a
Focus on Functional School Management Systems." The research project
is planned as an in-depth study of the SABER-SAA. The purpose of the
research is to assess policy options and their supporting means for
functioning school management systems towards improving learning
achievement and equity, by developing and using the expanded SABER-SAA
tool. The subsectoral focus is on primary education as both countries
still face challenges of achieving universal primary education as well
as improving learning achievements. The coming seminar will explain
the background and current status of this research project.

Dr. SEE studied competition law here at the GSID and obtained the degree of
Ph.D. Upon his return to Malaysia in 2009, he was invited by the Ministry of
Domestic Trade, Co-operatives & Consumerism (MDTCC) to provide advisory work
to the Implementation of Competition Law Committee of the Interim
Competition Commission of Malaysia. He was also commissioned by the newly
established Malaysia Competition Commission (MyCC) to prepare the first
draft of competition law handbooks for the general public, business
community, and public sector. He launched the first ever Competition Law
course offered in Malaysia since the passing of the Competition Act 2010,
which entered into force January 2012.
